Government e-Marketplace (GeM)

The Government e-Marketplace (GeM) is a national public procurement portal for goods and services. Launched on August 9, 2016, by the Ministry of Commerce and Industry, Government of India, its aim is to create an open and transparent platform for government buyers to procure goods and services.  

Key aspects of GeM:

  • Transparency: It enhances transparency in public procurement by eliminating human intervention in vendor registration, order placement, and payment processing.  
  • Efficiency: GeM streamlines the procurement process, making it faster and more efficient. Direct purchases can be made quickly, and the entire process is online and integrated.  
  • Inclusiveness: The platform is inclusive, allowing businesses of all sizes, including MSMEs, startups, and women entrepreneurs, to participate in government procurement.  
  • Cost Savings: By promoting competition and offering tools for price comparison (e-bidding, reverse e-auction), GeM helps government organizations achieve better value for money.  
  • Mandatory Use: As per Rule 149 of the General Financial Rules 2017, it is mandatory for Ministries, government agencies, and Public Sector Enterprises to procure goods and services through the GeM portal. State Governments are also encouraged to use it.
